N\u00eb thelb, projekt-udh\u00ebzimi synon t\u00eb garantoj\u00eb q\u00eb interneti t\u00eb mbetet i hapur, i barabart\u00eb dhe jodiskriminues; ofruesit e sh\u00ebrbimit t\u00eb internetit (ISP) t\u00eb mos favorizojn\u00eb apo bllokojn\u00eb p\u00ebrmbajtje, aplikacione ose sh\u00ebrbime t\u00eb caktuara; konsumator\u00ebt dhe bizneset t\u00eb ken\u00eb qart\u00ebsi kontraktuale dhe mbrojtje efektive n\u00eb rast mosp\u00ebrputhjesh me cil\u00ebsin\u00eb e sh\u00ebrbimit.<\/p>\n\n\n\n

AKEP e pozicionon k\u00ebt\u00eb udh\u00ebzim si nj\u00eb instrument q\u00eb rrit sigurin\u00eb juridike p\u00ebr operator\u00ebt, por nj\u00ebkoh\u00ebsisht forcon t\u00eb drejtat e p\u00ebrdoruesve fundor\u00eb dhe funksionimin e tregut digjital si nj\u00eb hap\u00ebsir\u00eb konkurruese dhe inovative.<\/p>\n\n\n\n

Dokumenti sanksionon qart\u00eb se \u00e7do p\u00ebrdorues, qoft\u00eb individ apo biznes, ka t\u00eb drejt\u00eb t\u00eb aksesoj\u00eb dhe shp\u00ebrndaj\u00eb \u00e7do p\u00ebrmbajtje ligjore; t\u00eb p\u00ebrdor\u00eb dhe ofroj\u00eb \u00e7do aplikacion apo sh\u00ebrbim online; t\u00eb p\u00ebrdor\u00eb pajisje fundore sipas zgjedhjes s\u00eb tij, pa kufizime artificiale nga operator\u00ebt.<\/p>\n\n\n\n

\u00c7do praktik\u00eb q\u00eb kufizon k\u00ebto t\u00eb drejta (p.sh. ndalimi i VoIP, video-streaming, tethering apo aplikacioneve t\u00eb caktuara) konsiderohet shkelje e parimit t\u00eb internetit t\u00eb hapur.<\/p>\n\n\n\n

ISP-t\u00eb jan\u00eb t\u00eb detyruara t\u00eb trajtojn\u00eb t\u00eb gjith\u00eb trafikun n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb, pa bllokim, ngadal\u00ebsim, prioritizim, ose diskriminim sipas p\u00ebrmbajtjes, aplikacionit apo burimit.<\/p>\n\n\n\n

Menaxhimi i trafikut lejohet vet\u00ebm n\u00eb raste t\u00eb justifikuara, si ruajtja e integritetit dhe siguris\u00eb s\u00eb rrjetit; parandalimi i mbingarkesave t\u00eb p\u00ebrkohshme; respektimi i detyrimeve ligjore.<\/p>\n\n\n\n

\u00c7do mas\u00eb duhet t\u00eb jet\u00eb proporcionale, transparente dhe e p\u00ebrkohshme, dhe jo e bazuar n\u00eb interesa tregtare.<\/p>\n\n\n\n

AKEP sqaron se kontratat mund t\u00eb parashikojn\u00eb shpejt\u00ebsi t\u00eb ndryshme interneti, kufij volumesh, tarifa t\u00eb ndryshme, por pa cenuar t\u00eb drejtat baz\u00eb t\u00eb p\u00ebrdoruesve.<\/p>\n\n\n\n

Nj\u00eb element i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb ndalimi i praktikave jo-agnostike ndaj aplikacioneve, p\u00ebrfshir\u00eb zero-rating p\u00ebr aplikacione t\u00eb caktuara; tarifa t\u00eb diferencuara q\u00eb favorizojn\u00eb sh\u00ebrbimet e vet\u00eb operatorit ose partner\u00ebve t\u00eb tij.<\/p>\n\n\n\n

K\u00ebto praktika konsiderohen nga AKEP si t\u00eb papajtueshme me internetin e hapur.<\/p>\n\n\n\n

ISP-t\u00eb do t\u00eb ken\u00eb detyrimin t\u00eb informojn\u00eb qart\u00eb p\u00ebrdoruesit p\u00ebr shpejt\u00ebsit\u00eb minimale, tipike dhe maksimale; ndikimin e menaxhimit t\u00eb trafikut n\u00eb cil\u00ebsin\u00eb e sh\u00ebrbimit; mjetet juridike dhe procedurat e ankesave.<\/p>\n\n\n\n

AKEP parashikon gjithashtu mekanizma monitorimi t\u00eb certifikuar p\u00ebr matjen e cil\u00ebsis\u00eb reale t\u00eb sh\u00ebrbimit t\u00eb internetit, n\u00eb linj\u00eb me praktikat e BE-s\u00eb.<\/p>\n\n\n\n

N\u00ebp\u00ebrmjet k\u00ebtij udh\u00ebzimi, AKEP forcon rolin mbik\u00ebqyr\u00ebs mund t\u00eb k\u00ebrkoj\u00eb informacion t\u00eb detajuar nga operator\u00ebt; t\u00eb nd\u00ebrhyj\u00eb n\u00eb rast shkeljesh; t\u00eb vendos\u00eb masa korrigjuese p\u00ebr t\u00eb parandaluar degradimin e cil\u00ebsis\u00eb s\u00eb internetit. Qasja e ndjekur \u00ebsht\u00eb e nj\u00ebjt\u00eb me at\u00eb t\u00eb autoriteteve evropiane dhe bazohet n\u00eb udh\u00ebzimet e BEREC.<\/p>\n\n\n\n
